A Crown corporation behind every game
BCLC is a Crown corporation, incorporated in 1984 and continued under the Gaming Control Act. A new Gaming Control Act came into force in BC on April 13, 2026. In British Columbia, gambling is legal only when the provincial government runs it. BCLC manages all commercial gambling for the government, casinos and online gambling included.
Its games ran at 26 casinos, 10 community gaming centres and one commercial bingo hall in February 2026. Private service providers run every one of them.
That split is why this guide keeps two words apart. "Runs" names the company that operates a casino, such as Gateway Casinos & Entertainment. "Owns" appears only where an owner or a sale is published. In both cases BCLC conducts and manages the gambling inside.
Age, ID and help on every floor
The gambling age in British Columbia is 19, in casinos, on lottery tickets, online and at charitable events. People under 19 may not enter a gambling venue at all. Since June 2023, everyone entering a BC gambling facility shows government-issued photo ID. That ID is checked against the self-exclusion list.
A GameSense Advisor is available in every casino in the province for anyone harmed by gambling. Gambling Support BC helps any BC resident for free, including people affected by a loved one's gambling. Its line, 1-888-795-6111, answers 24 hours a day, 7 days a week.
Fifteen of the sixteen casinos in this guide name Encore Rewards, the same players' card, on their own pages. RimRock Casino in Port Alberni does not describe a card in text.

Where part of the money goes
First Nations in British Columbia receive 7% of BCLC net income. That share reaches them through the BC First Nations Gaming Revenue Sharing Limited Partnership.
Kamloops offers one dated example at city level. Cascades Casino Kamloops, run by Gateway Casinos & Entertainment, opened on August 19, 2015. Since then the City of Kamloops has received over $43.3 million in host payments. Gateway bought Chances Kamloops on January 14, 2019, and became the sole gaming provider in Kamloops.
Who oversees the system
Since April 13, 2026, the Independent Gambling Control Office, or IGCO, has been British Columbia's gambling regulator. It replaced the former provincial regulator that day. BC's new Gaming Control Act came into force on the same date.
The IGCO also administers Gambling Support BC, the provincial program behind the free help line. A caller reaches a navigator who can help at once, find services nearby or connect the caller to a free counsellor. Since April 1, 2026, the line and free counselling have run as one provincewide service.
